Tibetan Solidarity Committee’s Calls Upon Tibetans inside and outside Tibet and Appeal to

the International Tibet Supporters:

All successful non-violent movements around the world under authoritarian leaderships had three basic

characteristics: Unity, Strategic Planning, and Nonviolent Discipline.

If we Tibetans have to succeed, we need all of the above three characteristics or else the result of the

determination, courage and sacrifice of the Tibetans inside Tibet could go in vain.

Highly committed human resource with skill and knowledge is the foundation of non-violent struggle

and is extremely valuable. For non-violence is the war of ideas; therefore, our movement should be

guided by innovative and novel ideas to express deep resentment.

Authoritarian and repressive government such as China is known for using brute force against unarmed

demonstrators, not only to Tibetans but also their own people. China is infamous for using all state

machineries to doctor evidence and propagandas hoping to confuse and fool the world with additional

lies to cover up past lies as Hu Jintao and Wen Jiabo have been doing the last few days. Thus, we must

consider our actions with caution, because China is waiting to label Tibetans as terrorists and try to

legitimize their crackdown internationally.

We are happy to note that the demonstrations inside Tibet, led by monks and nuns initially, are largely

peaceful, unless provoked by the Chinese Police and the Army. The widespread non-violent protests

across the three provinces of Tibet are unprecedented and now have been joined by students, villagers,

farmers, nomads, and urban residents.

Through this statement of appeal, we want to pay our homage to all the Tibetan martyrs who have

sacrificed their lives for the cause of Tibet and moreover, we want to express our utmost respect to

everyone’s courage and determination in this time of turmoil. At the same time, we request everyone to

maintain non-violent in our actions and not indulge in any act of violence.

The urgent expression of solidarity and active support by governments and the international community

is in the need of hour. All Tibetans in Exile in India, Nepal, Europe, the Americas and Australia, have

undertaken massive peaceful demonstrations all around the world. As it often happens, the scale of the

protests become overwhelming

that there are dangers of creating unnecessary tensions within the Tibetan community or with our host

communities. Therefore, remaining non-violent in discipline becomes even more crucial.

According to a reliable source, a leader of Tibet Autonomous Region (TAR) said that “they (China)

have planted many Tibetans in Exile and the time has now come to use them.” The committee is

concerned that miscreants and Chinese agents may create problems between us and the Police, us and

our hosts and within our community. We appeal to all movement leaders and the general public to be

alert of such agents.

In the last 10 days, the victims of Chinese brutality have surpassed 80 deaths (Tibetan Centre for

Human Rights and Democracy quotes a minimum of 65 confirmed killed), more than 400 people

injured and more than a thousand arrested as of 19th March 2008. We demand immediate end to the

killings, release all imprisoned Tibetans, and international medical community’s help for the injured

Tibetans.

For this very purpose, a united and concerted efforts by the Tibetans in Exile and Tibet supporters

around the world is indeed the need of the hour. Therefore, we urgently call upon all the Tibetan

organizations, the general public, and appeal to the international Tibet supporters to work in a coordinated

and planned manner with the same message to convey to the whole world to help resolve the present

crisis in Tibet.

In order to achieve our goal, the committee has come up with certain guidelines. From time to time, our

committee will come up with concurrent actions worldwide. In the meantime, all leaders and activists

are advised to carry on with their present protests conforming within the Tibetan Solidarity Committee’s

guidelines.

regions co-ordination with local administrator and NGO’s. Please direct to our website for individual

Lastly, we are indebted to the many nations, organizations and individuals who have already expressed

their concern to the Chinese government. However, we need to work harder to put more concrete

pressure on the Chinese leadership.
