Tibetans in Nepal stage biggest protest before Chinese Consulate

Kathmandu, March 31: Tibetans in Nepal staged their biggest demonstration in front of the Chinese Consulate in Kathmandu today to protest against Chinese rule and the ongoing crackdown on Tibetan demonstrators in Tibet.

Tibetans and Tibet supporters around the world marked Monday as the "Global Action Day for Tibet".

In Nepal, the protesters continued their shout for “Free Tibet”, and demanded China to end human rights violations and open dialogue with His Holiness the Dalai Lama for the peaceful resolution of Tibet issue.

Over 300 Tibetans coming from different directions of Hattisar Road split into different groups to storm the Chinese consular office in the Nepali capital. This is the third consecutive day and fifth time of the Tibetan protest before the consular office.

As usual, Nepali police beat pro-Tibet protesters with sticks, and resorted to kicking and punching to break the protest. Some 245 Tibetans were arrested during the protest, which lasted for about an hour. Among the arrested there were several school-going students.

Four other Tibetans, who protested in front of the UN building at Pulchowk, were also arrested and detained at Jwalakhel Police Station. Another there were arrested from Durbar Marg Road, and arrested were detained at Durbar Marg Police Station and were released later.

“Police arrested three of us, beat us and detained us,” Ngawang, one of those arrested from Durbar Marg Road told Phayul, adding “One Police said if we protest again they would beat us again”.

“Refugees cannot protest in Nepal. So, we were not given anything to eat or drink while in detention for about 6 hours” he said.

Five Nepali monks, who were near Hattisar Road during the protest, have also been arrested and detained with the Tibetans. Two Tibetans sustained injuries; one had an epileptic fit and was given medical attention after prolonged delay.

Earlier this morning, nuns of Thukje Choling nunnery were not allowed to go to Bouda to attend mass prayer session. Similar restrictions are also placed on Tibetans in and around Boudha, where quite many Tibetan refugees live.

Later in the evening, about 150 – 200 ex-pats and foreigners offered butter lamps and prayer on top of Boudanath Stupa in solidarity with the Tibetan uprising movement.

One participant, who spoke on anonymity, said: “We organized this to show our solidarity with the Tibetan people. We offered 300 butter lamps and read the prayer ‘Sublime Golden Light Sutra’. Some of us were carrying Tibetan flag and some were wearing t-shirts with Tibetan flag but the guard came and didn’t allow us to carry flags, so we put the flags bag in our bags.”

In a major protest held before the Consular office here yesterday, 140 Tibetan protestors were arrested and four were injured.

Exiled Tibetans in Nepal have intensified their protest against China ever since a deadly riot broke out in the Tibetan capital Lhasa on March 14 followed by demonstrations in other Tibetan areas outside the Tibetan Autonomous Region (TAR). Tibetans are also agitated by reports of continuing crackdown by Chinese authorities in Tibet.

First Reported Death Due To Hunger

The severe restriction on the movement of people in a Martial Law like situation in Tibet and the heavy military presence around the monasteries since the 14th of March today reports the first death from starvation of Thogmey, a monk from Ramoche Monastery in Lhasa. In addition, food and water supplies continues to be cut off to all the monasteries that took part in peaceful demonstrations in the whole of Tibet. It is difficult to estimate the exact number of casualties in other monasteries all over Tibet under similar situations.

To name few specific instances, Palkho from Ngapa Kyashung sustained bullet injuries on March 16th and died on March 22nd due to lack of medical care. Tibetans who accompanied him to the hospital have also been arrested.

20 nuns have been arrested from Suwa Mamai Monastery in middle of the night and immediately taken away without even time to put on clothes. In Dzoge Shagdom, 600 PLA personnel arrested 6 Tibetans during a peaceful demonstration. There are another 15 people arrested from Ngaba Chashang. Door to door search and arbitrary arrests have been reported from many parts of Tibet now. However, it is difficult to ascertain exact figures. Countless numbers of armies have been deployed in all parts of Tibet and would be stationed till the Beijing Olympic Games.

500 Tibetans in Golog Dharlag Dzong positioned themselves in the mountains to avoid arrests. Chinese authorities have posted written posters granting PLA’s armies the permission to shoot at any sight of protests and therefore, Tibetans are fleeing to the mountains to avoid interrogation and arrests. Chinese authorities have given March 25 as the deadline to surrender in Kanlho and Ngaba prefectures. One common behavior of China’s display of propaganda is an attempt to create false evidences and tempt monks in Kirti Monastery with huge amount of money to disclose confidential information.

The present crisis situation since the 10th of March is as follows:

�� 135 peaceful Tibetan demonstrators have been killed in Tibet

 

�� More than 500 Tibetans have been grievously injured

 

�� More than 1,300 innocent Tibetans have been detained and are being tortured

 

�� Door to door search and arbitrary arrests are being conducted

 

�� Martial Law like situation in Tibet

 

�� Thousands of People’s Liberation Army has been deployed and plans to deployment more

 

�� The atmosphere is very tense. However, many new protests are occurring daily

 

�� Foreign Press are asked to leave Tibet

 

�� Tibet is being blacked out to carry out atrocities without international scrutiny

 

�� PLA and Chinese police disguised as monks to instigate further troubles in Tibet

Footages are being doctored and subtitled to satisfy China’s propaganda

�� China is using massive State propaganda to divide the Tibetans in Tibet

 

�� Food and water have been cut off to all the monasteries that took part in peaceful demonstrations

 

�� Severe restriction on movement and army cordon has reported first death due to

Starvation

In view of the present crisis in Tibet, we urgently appeal to the UN and the International community to

Immediately dispatch independent fact finding delegations to Tibet

 

Immediately allow free press to cover the whole of Tibet

 

Immediately end the brutal killings in the whole of Tibet

 

Immediately release all arrested and imprisoned Tibetans

 

Extend immediate medical assistance to the injured Tibetans

 

Allow free movement of people and provide access to daily needs

Through this press release, we thank the governments, world leaders, organizations, individuals and particularly the Chinese intellectuals (who have presented a memorandum to Chinese leadership to address the crisis in Tibet in a humane and responsible manner) for supporting the Tibetans in this hour of darkness. The non-violent demonstrations, which began on March 10, 2008 in Lhasa, have now spread all over three different provinces of Tibet. These unplanned peaceful protests have been met with severe repercussions leaving hundred of Tibetans killed, several hundreds injured, and thousands imprisoned unjustly.

The Tibetan Solidarity Committee, constituted by the Kashag and the Tibetan Parliament in exile, urgently request all Tibetans and international Tibetan supporters to hoist the Tibetan National Flag on their rooftops or any location where the flag is highly visible. In addition to hoisting the National flag, tie a black armband on the right arm until the crisis concludes, to show our solidarity with Tibetans suffering inside Tibet.

The black armband is to represent the current crisis inside Tibet. In order to create a stronger message, we declare Sunday, March 30, 2008 the day to concurrently hoist the Tibetan National flag in unity. Tibetan Solidarity Committee’s Calls Upon Tibetans inside and outside Tibet and Appeal to

the International Tibet Supporters:

All successful non-violent movements around the world under authoritarian leaderships had three basic

characteristics: Unity, Strategic Planning, and Nonviolent Discipline.

If we Tibetans have to succeed, we need all of the above three characteristics or else the result of the

determination, courage and sacrifice of the Tibetans inside Tibet could go in vain.

Highly committed human resource with skill and knowledge is the foundation of non-violent struggle

and is extremely valuable. For non-violence is the war of ideas; therefore, our movement should be

guided by innovative and novel ideas to express deep resentment.

Authoritarian and repressive government such as China is known for using brute force against unarmed

demonstrators, not only to Tibetans but also their own people. China is infamous for using all state

machineries to doctor evidence and propagandas hoping to confuse and fool the world with additional

lies to cover up past lies as Hu Jintao and Wen Jiabo have been doing the last few days. Thus, we must

consider our actions with caution, because China is waiting to label Tibetans as terrorists and try to

legitimize their crackdown internationally.

We are happy to note that the demonstrations inside Tibet, led by monks and nuns initially, are largely

peaceful, unless provoked by the Chinese Police and the Army. The widespread non-violent protests

across the three provinces of Tibet are unprecedented and now have been joined by students, villagers,

farmers, nomads, and urban residents.

Through this statement of appeal, we want to pay our homage to all the Tibetan martyrs who have

sacrificed their lives for the cause of Tibet and moreover, we want to express our utmost respect to

everyone’s courage and determination in this time of turmoil. At the same time, we request everyone to

maintain non-violent in our actions and not indulge in any act of violence.

The urgent expression of solidarity and active support by governments and the international community

is in the need of hour. All Tibetans in Exile in India, Nepal, Europe, the Americas and Australia, have

undertaken massive peaceful demonstrations all around the world. As it often happens, the scale of the

protests become overwhelming

that there are dangers of creating unnecessary tensions within the Tibetan community or with our host

communities. Therefore, remaining non-violent in discipline becomes even more crucial.

According to a reliable source, a leader of Tibet Autonomous Region (TAR) said that “they (China)

have planted many Tibetans in Exile and the time has now come to use them.” The committee is

concerned that miscreants and Chinese agents may create problems between us and the Police, us and

our hosts and within our community. We appeal to all movement leaders and the general public to be

alert of such agents.

In the last 10 days, the victims of Chinese brutality have surpassed 80 deaths (Tibetan Centre for

Human Rights and Democracy quotes a minimum of 65 confirmed killed), more than 400 people

injured and more than a thousand arrested as of 19th March 2008. We demand immediate end to the

killings, release all imprisoned Tibetans, and international medical community’s help for the injured

Tibetans.

For this very purpose, a united and concerted efforts by the Tibetans in Exile and Tibet supporters

around the world is indeed the need of the hour. Therefore, we urgently call upon all the Tibetan

organizations, the general public, and appeal to the international Tibet supporters to work in a coordinated

and planned manner with the same message to convey to the whole world to help resolve the present

crisis in Tibet.

In order to achieve our goal, the committee has come up with certain guidelines. From time to time, our

committee will come up with concurrent actions worldwide. In the meantime, all leaders and activists

are advised to carry on with their present protests conforming within the Tibetan Solidarity Committee’s

guidelines.

All the members of Parliaments have been designated to oversee and lead movements in their respective

regions co-ordination with local administrator and NGO’s. Please direct to our website for individual

Lastly, we are indebted to the many nations, organizations and individuals who have already expressed

their concern to the Chinese government. However, we need to work harder to put more concrete

pressure on the Chinese leadership.

DECLARATION BY THE EU PRESIDENCY ON THE SITUATION IN TIBET

Declaration by the EU Presidency on the situation in Tibet

Brussels: The EU is deeply concerned about the ongoing reports of unrest in Tibet and conveys its deepest sympathy and condolences to the families of the victims. The EU is urgently seeking further clarification of the situation from the Chinese Government.

 The EU calls for restraint on all sides. We urge the Chinese authorities to refrain from using force against those involved in unrest and calls on demonstrators to desist from violence.

The EU stresses the importance it attaches to the right of freedom of expression and peaceful protest. We call on Chinese authorities to respond to the demonstrations in accordance with internationally recognised democratic principles.

The EU firmly supports peaceful reconciliation between Chinese authorities and the Dalai Lama and his representatives. The EU urges the Chinese government to address the concerns of Tibetans with regard to issues of human rights.

The EU encourages both sides to enter into a substantive and constructive dialogue with a view to reach a sustainable solution acceptable to all that would fully respect the Tibetan culture, religion and identity.
